Fort Meade, Maryland - Balfour Beatty, a London-based construction company, has broken ground on a significant operational mission building project for the U.S. Army Corps of Engineers and National Security Agency (NSA). The project, with a contract value of $698 million, was officially initiated on June 5, as announced in a press release by Balfour Beatty.
The centerpiece of the project is an impressive 854,000-square-foot building, which will serve as a vital facility for both the U.S. Army Corps of Engineers and the NSA. In addition, the project includes the construction of a multi-level, modular parking structure, providing over 3,000 parking spaces for employees and visitors. The contract for this endeavor was awarded on a fixed-price basis in April 2022, with an initial obligation of $83 million, according to the Department of Defense.
Balfour Beatty has assembled a highly skilled design-build team for this project. The team includes HDR, an engineering firm based in Omaha, Nebraska, JCM Associates, a mechanical engineering firm from Upper Marlboro, Maryland, J.E. Richards, an electrical contractor based in Lanham, Maryland, and exp Federal, an AEC firm headquartered in Chicago.
The new facility, named the Kenny Center, pays tribute to the late Minnie M. Kenny, an exceptional former NSA employee who was renowned for her expertise as a cryptanalyst, educator, and equal opportunity activist. In recognition of her contributions, Kenny was honored with the CIA's Distinguished Service Award.
The Kenny Center, also referred to as East Campus Building #4, will boast connector bridges linking it to adjacent East Campus buildings. The interior will feature open office areas with expansive, flexible floor plates, as well as food service areas, retail spaces, and further expansion of the East Campus utility network. These state-of-the-art amenities will provide an optimal environment to support the critical and vital work conducted by our nation's defense operations.
Dan Novack, President of Balfour Beatty in the Mid-Atlantic region, expressed his gratitude for being entrusted with the construction of The Kenny Center. This latest project adds to Balfour Beatty's growing portfolio of accolades within the federal government sector. Earlier this year, the company was awarded a $242 million design-build contract by the North Carolina Department of Transportation to enhance the U.S. Highway 70 corridor. Furthermore, Balfour Beatty, in a joint venture with Fluor, successfully completed the $666 million I-35 project, also known as the Southern Gateway, in south Dallas.
The construction of the Kenny Center is scheduled to be completed in 2026. This landmark project exemplifies Balfour Beatty's commitment to delivering exceptional infrastructure that supports the critical operations of our nation's defense agencies.
