In Italy, construction tenders are typically awarded using one of three main bidding methods: open, restricted, or negotiated.
Open method: In this method, any interested contractor can submit a bid, and the contract is awarded to the lowest bidder.
Restricted method: In this method, only pre-selected contractors are invited to submit bids. This method is used when the project is particularly complex or specialized, and the client wants to ensure that only experienced contractors bid on the project.
Negotiated method: In this method, the client will negotiate the terms of the contract with a single contractor, rather than having multiple contractors submit bids. This method is used when the client has a specific contractor in mind, or when the project is highly sensitive or confidential.
All bidding process are regulated by the Italian law and supervised by the public procurement Authority ANAC.
